Well it's like most people say here - so what there's some new players around (me among them) soon we'll hit 40 and roll some pvp... I'm pretty sure any de-merge would result in empty zones very soon.
For separate T2-T3 to work it would require some custom solution to somehow keep those brackets alive ALL the time and not just for 1-2 months when bunch of folks decided to raid the server. What custom solution? I have no idea. Maybe someone else has? Otherwise it's better to keep it as it is.

I've propsed than once upon a time myself, but it's awful idea.
Right now, you have to level up to 16 and then you can play with your guild on lowbie alts during more casual runs. Making separate T2 would make that impossible.

Just came back and was gobsmacked to learn T2 thru T4 were merged. Here are some points to consider. Note: These all start with IMO.
The separation between 20-30 compared to 30-40+. 20-30 you are making the character. 30 and above you are refining it.
Having a real T2 was nice for training newbies on how to do keep sieges without twinked 40/80's around at a completely different skill level.
T2 is a good place to learn the basics of PvP beyond the "kid soccer mob" in T1. Positioning a team play become more important.
How fun is it for a new player to finish T1 and then get thrown to the wolves in T2? A solid T2 is good for retention.
Again, just my opinion.

You are supposed to use talismans from T1 onward, because gear has talisman slots. There is no reason to skip crafting system or trading with other players, because it's T1.
When do you think people will magically know those things?
We see exactly such kind of player in T4 sc, neither talismans nor potions.
They apparently never had the need to use core elements of the game, while playing in level brackets, where you have to learn those things.
Having bad gear is no reason to make the game easier for certain players. It is a reason for them to ask how to get better items.
When you die 6 times in one sc, you do something wrong.
Dying is no big issue, the question is, did you learn something in order to do it better next time?
It's about the mindset of a player. You don't develop game knowledge by playing easy games, where all are equally bad.
We can create a rainbow pony land for everyone, where both sides make fundamental mistakes and nobody plays better, so both sides stay equal in power. This does not prepare anyone for T4.

So what solution we have since 3500+ ppl online is just unplayable in T4? Zones and server crashing. Ppl are unable to move from zone to another etc? Is there any real solution to this? upgrade on server give us almost nothing, lag still is and will be even bigger when all this ppl from t1 jump right into t4 fightlimit Tiers 4 to 40 only? Slice tiers per ranks :p ? Slow overall progression (after how many years of complains about a toooooo slowwwww progression) ?
If there are 2k+ ppl and if they all stay, there will be a moment where they will be in T4. In a manner or another, and it is a matter of days. I'm not sure re-introducing T2-3 gonna change anything in an quite short term. Moving back would take more time to deploy than the time those players are gonna take to reach 40 in the next days.

New player here, so I don't understand everything clearly, but would it be possible to do separate T2 T3 Scenarios tiers and then leave oRvR merged T2-T4? That would give players the chance to practice in T2 and T3 Scenarios against players with equivalent skill sets and gear, but keep oRvR popping for the 40/40+ players

What I have seen yesterday, that many people leaving T1 think they have ok-ish gear but in fact, their gear is pretty low for their rank, as they don't know where to buy appropriate gear. E.g. lvl 18 Archmage with Decimator set and many other T1 items up to 10 ranks lower.
This leads to the problem, that the bolster in sc isn't as effective as it could be. Additionally, all those who do a lot pve (pq, quest and just killing mobs) have usually pretty poor gear.
Lower ranked chars have less skills, true but they have stronger skills, as their effect is bolstered as well. Every buff skill, even without spending points in a mastery tree, has a bigger value than later, unless you spend points on it.
Dying is no option.
