WL actually is pretty good in warband play. At least my warband has found good use with them. Untested against top tier though.

WL have semi viable warband spec for City. SW as none.

I suggest WL but you have to put up with pet. SW is not viable for city right now. Unless guilded, NO ONE brings SW to city

Short Answer: Play Bright Wizard.

However, if you MUST pick between the two, go with White Lion if you care about viability.
