It speeds up a rotation by being a free cast ability rather than an ability that requires you to be within 5ft distance of a target (such as Wot Armor/YMM). This means you can potentially be in your Best Plan stance before you reach an enemy which can be important in times where you want to KD someone immediately rather than having to wait for at least 1.5 GCD time.

Any free cast ability is a valuable thing for SM/BO when you want to be in a specific stance at a certain time. And honestly, the group wide bubble isn't too bad even with the low absorb value.

How are you getting the 4 abilities in path of the boss and 3 in da' toughest? do we get a skill point per 10 RR lvls?

Afaik there's not a single BO that has gone for the 8piece, but on live this was stupid overpowered and then nerfed into oblivion.

Looking for guidance on talismans for 2h spec. I feel like strength talismans aren't yielding the damage throughput i'm looking for. I understand we're not a pure dps, but is strength scaling just wonky?

There's not a lot of choice when it comes to talismans for 2h. It's either STR or WS.
