Enchanced arrow

It says this tactic lets festering arrow buypass 100% of the victimes resistances. Yet, when it says festering arrow does 1200 dmg and it does 800, that is not 100% bypass. Can someone explain this?

Probably because toughness

Aha, I thought toughness was a resistance. But I guess they mean corporeal and elemental etc.
