maybe you should focus less on pve and more on pvp in city

I don't know why you're defending this. There's no logical (or just) reason to just shaft two classes like this.
The logical reasoning is that the mechanics work differently. The Slayer/Choppa mechanic is designed to only build up in combat as it's a passive gain, where-as the Sorc/BW mechanic is active and the gains are based on using abilities, just like WH/WE and to an extend the BG/IB.

The just reason is that - as I said above - this was a workaround to fix a far bigger issue of starting fights with M4. If you want the mechanic to work then rather than ranting you'll need to come up with a way of having the mechanic build while out of combat and also have a way of stopping it from building and also hope the devs think it's both good enough and enough of a priority to implement.
"Lose some damage"? It downright neuters them at Stage 2 which is all about bursting down two NPCs before the opposing realm...

No they didn't. Its not set in stone how you approach the stage and if its clearly obvious you will get outdpsed why would you do it anyways?

But it's not "bursting down two npcs" as a attacker you only need to kill one and then escort, which is far easier than to race to kill both while risking both of yours dying in the proces.
As a defender sure you have to kill both npcs, but you can always do it in the middle where you can wipe the enemy team as well.
