Anniversary reward question

Ive dipped in and out of the game for quite some time. One of the items I had during its "official" release was a skaven cloak. I thought I saw this was offered here during one of the anniversary events. I cant find much info at all on the skaven cloak being offered in ROR, but was curious if its available during the anniversary event going on now?
