guild heraldry

I am wondering how this works? My guild is now lvl 16 and it should display the emblem I chose for my cloak? It is only showing the color and the basic pattern. Is the emblem locked till lvl 20? I payed the 100 gold and felt like it didn't work properly. Or I miss understand how it works?

No, something is broken. I have done it twice and it has not worked with a level 30 guild. Not sure how to fix this as others have it working.
