What/where are BO guards?

BO - battlefield objectives aka flags in rvr lakes, and guards are ...well NPC guards around them.

question for you, you probably don't know but I'll ask. I see you have Rocksmasha listed in the drops list, I need to kill that particular guy for a quest but I've never seen him in the area he's supposed to patrol, is he bugged? Thanks if you can help great list

Have drop rates been nerfed with the last hotfix? Pretty much looks like 1% or even less for green gear
