In it's current state, nobody would ever pick this outside of very organized 6v6 ranked teams and even then it is debatable as tactic slots are in short supply. To make it more universally appealing, I'd suggest the following change:
"Any time you critically hit an enemy, you and your group within 100 feet will receive an Enchantment that causes you to be 10% less likely to be critically hit for 5 (10?) seconds. This ability cannot refresh itself."
Now it is a group-wide, but conditional, version of Flawless Armor.

No no no no ..... 5 sec is veery poor bonus to so much work (crit chance in tank spec). Ideal is just add CHosen in the proc.

Honestly I think its a good tactic, but yeah i run it in 2h. Maybe move it to core or 5pt dread? It is finally something you can provide to the group outside of auras, so id hate to loose it.

Absolutely, if it would go to 10 sec there would be a serious interest to think about increase your crit to actually make it proc decently enought

The tactic is a bit of a strange one; On paper it would be best used by 2H chosen, but it's nowhere near strong enough to justify binging one in an oWB imo.
Chosen is a very offensive tank, I get that. But even an offensive snb will still not slot a lot of points in getting crit chance; and doing so feels a bit gimpy. Perhaps if the the tactic affected all allies in the vicinity it would be worth having 1 chosen the wb spec for crit; but then it might be a bit too strong. buffing 24 people with 10% crit debuff.
My chosen is still just a babe but based on my experience it seems to me that the easiest way to solve this is to:
- Make it a tactic that adds crit reduction on an aura (Corrupting Retribution, lets say);
- reduce from 10% to 5% *
This way you:
- have full uptime;
- available to both 2h and snb tanks
- easily slottable into.
It would be similar to the "Focused Mending" tactic the knights have (meaning it would buff an aura); but still different enough so that the two classes do not mirror each other.
* although it would be nice to see it moved straight as 10% and then tweaked in a week or two; similar to how knight Focused Mending went from 30% to 15%

SW, Kotbs, IB, Slayer, WP, WL, SM, Mara, SH, BG
