Rampaging Siphon

Hello all, I was just wanting to post here before making a bug report but has anyone had problems with rampaging siphon not working? Last night in city all our warrior priests and a couple rune priests had it so rampaging siphon was doing 0 healing. I was hoping to test it a little more before posting in the bug tracker. On multiple occasions rampaging siphon just did 0 healing. Normally it would be a huge problem going against the 4 zealots with windblock like we did last night but we still managed to pull it off. So just wondering if anyone else has seen the same thing.
