Faction Lockout?

How exactly does the faction lockout work? I was told in game that you only get locked out for 70 minutes if you flag a toon in an RvR lake. Last night I did PvE on my SW and then switched to destro to start leveling a Chosen and I switched back and forth a couple of times and no lockout. Today I checked the AH on my SW, never left Altdorf and logged on my Chosen and did one scenario and am now locked out. Clarification please, thank you.

If I understand correctly, when you go into a scenario you get flagged for RvR, which locks you out from playing the other side.
