Problems with True Test and Promise of Power Quests

Hi,

i cannot complete 2 quests...

1st is True Test (kill 2 Tower Guards + Captian Von Wilke), but Captain is nowhere to find.

2nd is Promise of Power ( i have to take part of Runious power public quest - but when I wait for reset...it does nothing, it is still ther "invisible" reward chest...with "stars animation"....dead cow...and thats all....

That Captain is supposed to be in Thorshafn tower...but there are only 4 guards and that is all...

Last time i did this quest he was inside.

Maybe he tasted one of those "specialities"....

promise of power is completable, kill people as close to the pq area as you can and eventually one of them will trigger it

afaik the only none completable destro quest in zone 1 is killing the wizard at the top of the tower, the captain always spawns for me
