Op is only asking to remove the silence component from WW to not give free inmunities => changing the silence to other ability

Ww already have silence, on live, before the add of 5 sec cd reduction the skill had 5 sec silence instead of 3.thats a trade off. The problem of WW is that when u need it maybe u don't have near target to shot the skill, adding the cd reduction to wrath of hoet like the black orc could help sm to fill this role.

Change the blessing of heaven tattic in something like the black orc, and tie the cd reduction to wrath of hoet, remo the cd fron wispering wind, and set back the silence to 5 like it was originally. Problem solved

I disagree. Making such large changes for this small problem is unnecessary. Also mirroring classes is not a good habit.

Yeah the real issue is that it isn't on demand not the silence. If it should stay requiring a hit maybe we should just leave ww as in and remove CD decreaser from BO as BOs maybe got over tuned. That would do more for city balance if you are really concerned about faction impact if you think this is hurting order.

Pretty easy, just make it a AoE Ability with low or even no damage, doesnt matter...
remove silence on it and let it activate without target like BO

and put a tactic on it like a bo right?
