M4 is hardly an issue in practice. On my healer I have m4 pretty much every single time on fort pushes (without any pump). Outside of fort pushes I find when playing my tanks that I more often than not use other morales (m2/m3) before reaching m4.

Completely agree with OP here because not only One but Two destro tanks have self morale pump making them get their defensive morales really really fast in any enviroment

Top off the self pumps with the shammy double pump (with cd decreased as well)

Well if morale pump shall be changed, please consider that order has stome strong morale drains and KOTBS morale 3 10s stagger is really strong as a >>tank<<

It's not like morale bombing was already nerfed because destro was doing it faster. Stop beating on dead horse.

Why do Destro tanks have m4 40 sec into every fight and why is it seen as being balanced to have access to such a strong ability so fast?
If its not seen as an issue, why not give destro tanks immaculate defence as a core ability on a 60 sec cooldown, Because at the moment that is how Immaculate Defence is being treated and used in all modes of game play.
one destro tank, on average, can drop m4s four times before order tanks even get to their first m4 why is this ok?

Doesn't destro have like 7 morale pumps (6 of them are base abilities you don't need to spec for), while order has only 4 (only 2 of them are base abilities, and the other 2 need to be specd for)?

Destro Tank M4 being popped on a 40 second cooldown if well managed doesn't seem a little powerful to you destruction players? Just by way of comparison, Runepriest has a 50% personal damage reduction, but this has a 3 minute cooldown. I'm sure you're right though and a 40 second cooldown party-wide 75% damage reduction is totally fine and there's no balance problem here.
Of course we could pump with an archmage but that would require another player pumping someone else constantly, rather than a tank pumping themselves just by tanking. No-one wants to take Archmages though because they're the worst healer in the game.

Hmm, having one person pump others instead having more than one sloting that tactic. I think paying a tactic slot for it is penality enough.
