3sc CD penalty on lvl up

NB block method is causing a 3sec CD penalty on lvlup due to new skills automaticly going to skill bar when lvlup, which is quite frustrating when it happens in SCs.

Can we get a way to disable new skills automaticly going to skill bars on lvl up? Like a tickbox on options.

This is probably the kind of thing that should go on https://github.com/WarEmu/WarBugs/issues as I very much doubt it's the dev's intention to trigger the 3s GCD in this instance.
