You should get at least FS 3 on both SnB/2h

That's kinda gear and tactic dependent at endgame level.
You can drop to two ranks if you're using the Flawless Armor tactic (-10% to be crit), and with weapons like Sentry's Deathaxe of Anathema or Guardian's Direblade of Anathema along with armor pieces Warlord Gauntlets, Warlord Skullcase, Sovereign Gauntlets of the Dreadsword or Sovereign Carapace of the Dreadshield you can get by with only one rank in Futile Strikes. You might even be able to do away with it altogether if you have 5 pieces of Sovereign Dreadshield gear (-6% to be crit), but I haven't completed that set yet so I don't know for sure.

Flawless Armor tactic (-10% to be crit) is stealing place for absorb or toughness. Should i use IT?

I generally run the same tactics that the OP recommends, Rugged, Flawless Armor, Oppressing Blows, and Daemonclaw. If you want to use Warped Flesh for the absorb, I'd probably swap it out with Daemonclaw. It will make you a lot tougher, but you'll also do less damage.

Some points about your guide.
1. You need long punt tactic on chosen and knight it's simply mandatory for group play and should pretty much only be replaced with menace for pve or maybe for a 1v1 setup. It's the strongest CC in the game on any class period. Punting is your main job after guarding and this tactic can wins fights by itself. Punt the knight guarding the slayer, kill the slayer, or punt a dps off your squishies when they are bursting a debuffed target ruining their burst. Even in larger city fights punting key dps or tanks away before a morale dump can be huge.
2. Rugged tactic is good but not great. Toughness does not reduce guard or morale damage and you will largely be the last kill target in any group play unless you are one of those full glass cannon tanks that die in a knockdown. It's better at low levels and low gear levels but gets worse the more gear you get. If you are getting shredded by guard damage swap rugged with warped flesh instead.
3. Going for 2h build as a fresh 40 of any tank class is just not a great idea. You lack the gear and renown levels in avoidance and futile strikes you need to survive geared order dps classes and guard someone else. You will have low armor, avoidance, crit reduction, and base hit point values with bad gear and low renown levels and you will be easy pickings for order who like to run 6 range dps classes 2 tanks and 4 healer scenario compositions. I personally ran this build on my chosen for a long time and it's very good against most order pugs.RR50 SnB It's also fairly good for pve as you can farm all your pve set gear like redeye and bloodlord with this build. Swap morale pump for survivability if you are just blowing m1's and never saving for m4.
4. Downfall (mid tree knockdown). I think it's a mistake to not mention this skill in any of your builds. Depending on your group composition the tanks are usually expected to punt the guard and knockdown the kill target. Not having this could be a problem in many situations especially if you are the only tank in the group or the other tank gets parried. By not having a knockdown you can make it harder for the dps to kill the target especially against order melee classes that have alot of mobility and high avoidance. The knockdown will help you setup good punts and champ challenges at the least.

This thread is about 2H Chosen, not SnB. No one going 2H is putting points in the corruption tree to get Corruptive Power. Quit trying to make it about defense/utility. 2h Chosen is about being a tanky DPS, not a guard/punt bot.

From my pov for 2h chosen (iam still low). Deamonclaw & opressing blows are mandatory.
The question is how to fill remaining 2 slots?
Absorb, toughness, crit reduction or punt?
I mostly play solo or with pug organized or non organized wbs. Iam not interetsted in scenarios and pve.

The toughness tactics allow you to run 1k toughness with some gear and deamonclaw (1k toughness for wb gameplay is nice).
The punt is useless if you play mostly solo, in wb you'll always have a Choppa who will GTDC or BO who no brain aoe punt and make everybody immun, take it for small scale and drop the toughness tactic.
The absorb tactic is 99% of the time useless (3s cd...).
