Burst toon on order WL or WH ?

Which do you think has the higher delete a single player power ? Have been playing both and about to hit tier 2 but I know by end game things change. It feels like WH currently due to waiting to have to regen on white lion it seems to lack the sustain after two rotations. Keep in mind I am new so I have no idea about how they are later, thus the question. I want to start focusing on one.
