Putting players in calamitous gear or even butcher against fresh players in starter gear doesnt sound like a good idea.
I dont see the problem with ghealing, yes against aoe spam its gona be the most effective way to heal and it means u can put yourself out of harms way and still heal but i had np outhealing the group heal spammers while leveling my wp to 20 and often see sub 20 healers doing alot better then 1 button healers.

Again, with bolster as it was on live, your gear was bolstered too.

Bolster would help but you will still see a big difference. Add tactics, morales and abilities to the list and you have a big imbalance.
It wouldnt be fun for a lowbie new player joining sc's and fighting against an organise party of level 17,18 or 19 players. Even if pops in t1 are slow its better then being slaughtered by t2 players.

They will lvl alot quicker though and wont be stuck at the bottom of that tier as long as they are in t2. Also the real big game changing abilities and tactics come at 19-20 gheal challenge large main stat tactics 2nd tactic slot autocrit for sw m2 etc classes without these are just not competative.

That's why I'm saying no to Telen's idea. Leave brackets as it is and fix the bolster. If, and only if, there were enough players, there could be bracket for lvl 20, lvl 12-19 and lvl 1-11. But bolster should be fixed anyway.

If you equip your low char with gear equivalent to your level, you should get some nice bolstered values.
