So I am a veteran player of the original WAR game and I just recently came onboard with RoR and leveled my first character to 40/40+ this weekend. Since then I've been hitting all the keep and fort sieges I could and even though I am participating in them fully I have yet to win even a single bag of any kind, let alone a gold or a purple one. What's even stranger is that it keeps telling me I got first place but won no loot. I don't remember this being the case back in the day. In fact Conqueror gear was practically being thrown at you the moment you hit 40 which kinda makes sense since it's starter level endgame gear and not even close to the real big grind of the game which is the Sovereign stuff (I know because I had a fully decked out AM).
This combined with the fact that there are not nearly as many keep sieges or zone flips in RoR as there used to be in WAR I am struggling to see why it's a good use of my time to even bother with RvR at this stage when I can gear much more easily through PvE or even Scenarios, which I have never been a fan of. Was the reward system for RvR purposely changed or are the stingy keep bags a function of too many people competing for a limited loot pool given that the entire player population is condensed on one server? Or am I missing something because I sure do see A LOT of people in full Conqueror gear (plus the Subjugator weapons and the Genesis accessory sets) running around town.

Welcome! As long as your RR is over 40, you will get free conqueror pieces from Gold bags and likewise Genesis pieces from purple and blue. (All of these should be useful for you as a fresh 40/40+.)
RoR does allow for pretty high contribution bonus numbers in the lakes, so things like running supply, killing enemies, and participating in the siege should all help with this. Only the players with the highest rolls get bags, so it may be that others have significantly higher roll bonuses / contribution than you or are just getting luckier with their rolls.
There is a really useful persistence system in place that will boost your roll for bags each time you don't win one. This means you're guaranteed to get a gold/purple/blue/etc eventually as long as you put in some time and keep pushing zones. (You can check this at any time by typing .bag in-game.)

Bags are tied to you and you alone. It goes off your contribution, which accumulates each zone you don’t get a bag. I don’t have the exact numbers for each color but each bag roll bonus is added to your roll for the zone. If it’s high enough for a bag you get a bag, if not it’s added to the next zone flip you’re in (or keep def)

As mentioned by some the reward is based upon contribution.
Not sure what u are doing in the zones but if you are out of group or in a weak group you might not be doing much in the way of contribution,

People have a big problem in this game with other people getting rewards for doing minimal work. So YES, RoR contribution system is not as player friendly it was on live. It used to be easier, but ... oh well!
And before I get the Karens trying to teach me how afkers should not earn anything ... I have no problems with that. I do not care. I do my part, get my contribution, and get my bags. If some player wants to sit by wc and get an rr tick, I do not care. I know I have made more than they have.

in my case, about 10 zone locks = 1 gold. +- by performance and luck.
bag roll is 50% contribution and 50% random dice roll.
that total is added to your next roll if u didn't get bag. type .bag in chat.
and it added on each color seperatly.
if you got 10 bonus on gold bag roll, 30 on purple roll, 90 on blue, goes on till white.
around 1k is win number i think. but it changes by aao and other values which no one know for sure.
you only need to care your own performance.
orvr contribution is not competition. fort and city is.
there was penalty for lower 20% contributions. afk etc but i think that's gone.
tank - guard challenge protection points
dps - kills, healers heal.
carry or destroy resource boxes, spawn or kill siege weapons. attack BO, defend BO.
i think 200~300 bonus on gold bag is high reward for 1 zone.
sometimes u get 300 contribution and 1 roll, sometimes 1 contribution and 300 roll.
just play the game and rewards follow.

It's much more difficult to get contribution as dps than a healer or tank. I started opting out of gold bags in forts because SM was auto gold roll, and I would get gold bags every 3-4 keeps if I was fully vested.
Some things that are boring to do give better contribution like running boxes, and you can tweak your build to maximize it, ie. a tank pumping out extra heals or absorb build on a healer.
Also time of day matters, EU prime you are just rolling against more people than pvdoor NA time. These are all things they really need to tweak about rewards to make orvr better and not focus on xrealming or human behavior to change it.

I get bags all the time... and i play every destro class... it goes from white to green to blue to gold to purple. Only thing i can think of is you probably only play for a short amount of time. I play all day long and get several of each color but it goes mainly in a rotaion. Also, try to be in the front lines or near as possible. I usually have at least a hit on every enemy before they die. this is easy playing a aoe or by using D.O.T.s ... and from time to time i up my chance of winning by running boxes while alot just stand around and wait for the doors to drop. Also i always try to be in the zone that is about to lock... before its about to lock. and get some kind of contribution in before the lock. Alot of times 2 zones may be close to locking but the zone im in currently looks like it may be a while before it locks...then i leave wb and go to zone thats going to lock sooner and get some pts. in before it does

Interesting. Very insightful. So does this bonus to roll persist through logging out? Because I simply can't play the game long enough to get multiple sieges done in the same session and quite frankly that's not healthy given that we're talking about hours at a time even with highly organized play.
I see people commenting that healing and tanking awards more participation bonus than DPSing but, at least in my experience, RvR clashes tend to be very one sided in that either there is almost no healing necessary and even dedicated healers have nothing to do but DPS the oil or the other side is so overwhelming that no amount of healing can make any difference as even tanks are getting destroyed in seconds. Should I just be tossing HoTs around all day even if they're not making any real impact just to cheese this participation mechanic? I mean I am not looking for a way to game the system but at the same time I am trying to at least make some headway.
Aside from that I am doing everything else that's been suggested here (besides ramming the keep door because I am not a tank, lol). Now I have no way of measuring just how impactful my contribution is but just going off of the renown numbers I get after every kill it certainly seems to be substantial enough to yield more than white bag or no bag at all. So far the best I have gotten was a blue bag and that was the other day when there was some server glitch that caused most people to fall through the world or randomly teleport around and I was one of the few that wasn't effected and did a huge chunk of the Keep Lord damage before everyone else managed to come back. Something just doesn't add up but I am not sure what it is. That is unless it's having to play for 4+ hours at a time to maximize that roll bonus which I just can't do (like physically, not even because of the time commitment).
P.S. About that Genesis set: I noticed that each piece is bought with a different token rather than a general currency like medallions. Is it totally RNG based on which token I will get from the bag? Like for example if I only need the cloak to complete the set but I keep getting tokens for accessory pieces that I already have, is there any way to combat that? Because otherwise it seems like an odd system.
