Hello, The question is is it a bug, or is it normal and in which patchnotes can I find information about this change. Since this has a key effect on the build, the whole tactics slot turned out to be occupied by useless non-working tactics. Will it be repaired?

Yea looks like this got either broken or ninja nerfed recently. Worked fine 1 month ago. Theres nothing on patch notes so make a bug report.
