d3dx9_34.dll is either not designed to run on windows or error for windows 10

Hello,

I currently have a Windows 10 machine:
version 21H1 OS build 19043.1466

32 gigs memory with I5 core on an Asus Motherboard...

so I installed first the directX9 exec, rebooted
then tried to launch the warhammer game using the WAR-64.exe and also tried WAR.exe but get error message:

C:\windows\system32\d3dx9_34.dll is either not designed to run on windows or it contains an error. try installing the program again using the original installation media...

tried uninstall direct x9, reboot, install again, nothing... checked that directory, and i do see the file there, tough not sure if its corrupted or what?? any ideas any help would be great.

You need to launch the game from RoRLauncher.exe not directly from game executable.

if it still doesnt work, you can get a d3dx_34.dll (32 bit one) from the internet and just drop it into the game folder, if for whatever reason installing directx9 doesnt work
