What is the criteria for "kill or assist" on RvR quest?

Per title. Been running around solo on multiple characters, been involved in dozens of fights, made 15-20k renown and I think I have like 4 "kill or assist" among them.

It isn't strictly DB. Nor is it strictly damage. So what is it?

Quest progress goes to the entire warband of the guy who gets the killing blow.
