Specifically: you get it from the Bastion Stair dungeon.

And to do that dungeon I have to complete gunbad than the two city dungeons and get the armor sets from that one right? Or do I have to complete HV also to get blood lord?

You can do the dungeon at rank 40. You're not barred from entering Bastion Stair or obtaining Bloodlord pieces; the restriction is that you cannot equip the Bloodlord items until you have the Sentinel set (city dungeons, ring not needed), and you can obtain the Sentinel set in advance but you can't equip it until you have the Redeye set from Gunbad (not sure if the cape is needed).

So if you find a group willing to take you through Bastion Stair early then do it as any rewards can just sit in the bank until you've unlocked the earlier tier sets.
