Just wondering. I need more mathammer and ultimate build/synergies theory-crafting

Here are some improvements for some classes that would make them more fun and versatile. First reducing aoe cap back to 9 instead of 24. Rampage not ignoring morale's/guard mechanic is obvious! Kotbs should get back old Runefang with 160 stats instead of 240. Vigilance shield req removed and Mighty Soul back.
AM/SH should be able to get necessary skills just to heal properly, switch places 5 sec silence skill with Eov/Fodg and CD should be 3 seconds not 5. AP drain back to 10 sec CD gaining 140AP but draining only 70AP. Isha's Enc/Green an cleanin' tactic now affects 1 extra target within 20FT. Skills that dont give mechanic points really should give them. New Skill with 30 sec CD that switches mechanic points. Or after 3 skills used with same magic 4th skill automatically resets mechanic.
2h WP/DW DoK. Judgement/FoK back to 15ap and returning 15 RF/SE. SIgmar's Shield should Heal you AND do same amount of dmg to your target as you receive heals. Gain 5 RF from every dmg tick and lose 10 RF from every heal tick. If Bludgeon/Cleave Soul crits it gives 3 sec good dmg dot. Also giving 2h/DW 1 melee heal that uses AP, even if it heals max 500 you and your party still this is super important.
SM/Blorc. SM should Definetely get Absorb Bellow back. Blorc needs SnB THC and tactic that gives 50% KB resistance and changes Big Swing to single target KB at least IB level.
WL Leonine Frenzy should crit again considering it is PET path 13pts skill and PET is the crit dmg mechanic for WL. Pounce should crit as well and be usable from mid air if you use it at right time. All pets need to receive grp heals/buffs and return to old pathfinding which worked much smoother than now.
Considering that BG get's 5 sec KD and easily best punt in game some tweaks to IB are necessary to make it closer to BG smoothness. Rename Shield Sweep to Axe Sweep and remove Shield Requirement, making Runic Shield Core and moving Avengin the Debt to replace RS. Bring Oathstone to Avengin the Debt's place and make it trigger from parry if using 2H, block if using Shield. Bring M4 Strenth in Number's to Oathstone's place and new effect * For 10 Seconds Your party members within 100 FT gain 20% All avoidances, 500 absorb shield and all snare's are 2,5 second less effective.* 60 Sec CD but not morale skill anymore.
I got much more idea's but these are enough writing for now:) EDIT; There is a Reason why 9 Ae cap would be much better, because that is how the game was designed originally and still there are remnants of some skills that read " hits 9 targets max " and All party healing is designed for 6 people. I dont understand why any spec would change to useless just because you dont hit 24 players with 1 player... When AE cap is 9 you need 3 chars to even damage 24 players, now you need just 1.

well, concerngin WL and SH they should fix pet pathing and behaviour in the first place.
After that i do not agree on aoe damage cap. I mean aoe damage is pretty crappy itself, capping it to 9 would make many builds worthless.
Another thing to have engi and magus back on track after years of nerfbat could be ( COULD), that their pet follow them like SH and WL ones, allowing more mobility.

This here is the wrong place for suggestions but putting snare puddle in vaul path as it is useful for heal/dps spec would be a start or putting it back to 5 isha. I am puzzled about the max 9 for AoE. It could work, but I think there should be tiers like 24, 16, 12, 9, 6. For example, WE and WH could have descent AoE build limited to 6 (low tiers). Example: on Razor Strike/Sweeping Strike .

This game needs a test server. One were logging in gives you max level characters with BIS equipment. Let us see if all the gEt gUd issues are really that or just the cascading power disparity between class or equipment. Put ranked seasons there and let's really see what the issues are.

A lot of those suggestions you have were changed here. " require 2h or shield" on skills imo just needs to be removed so players could play the way they wish and not pigeon holed into a certain weapon setup just to use skills.
Prob have a nightmare though bal some classes as the " require this wpn(s)" type skills does help bal easier.

Would be better to roll out balance changes as "temporary/preliminary" and after a few weeks and some feedback either release it as permanent, or do some tweaks and release it or roll them back. Not enough people to maintain and populate a test server.
It can be done on the current server. It's not that there are no broken things out there.

The most recent balance patch was due before the start of ranked season 4 (28th February). On 27th February I asked if there would be a balance patch before S4 began and the answer was no: viewtopic.php?f=8&t=47593
