I am curious what the bottleneck is when it comes to balance changes.
Are they too difficult to implement?
Does noone know what to change or how? (Creative drought)
Are balance changes just a super low priority, like bug fixes, below new content?
Or is the issue something more abstract, like internal power issue within the team leading to noone being able to change anything?
To my understanding the reason for changing the GCD and other stuff in previous patches was to make ability adjustments easier. So can we expect changes soon(tm)?
Any update to this topic from the team would be most welcome.

Balance is one of those changes that always get hit by backlash regardless of how we do it.
The patches that involve substantial balance changes are always done with a lot of preparation and isn't something we just 'do'. The Focus Groups have a Balance section where we keep open dialogues with the development team to discuss things as and when, but we never commit to a specific date on releasing a specific patch.
These few weeks have been major changes and new content implementations. It's not a case of us not wanting to, or a power struggle (whatever that meant)... it's time.
We have limited resources and ambitious ideas. The best way to enjoy RoR is to just play the game and watch the patches come through. The second you get an idea that one is 'coming' and seemingly never does is when you start to get disappointed.![Smile :)](./images/smilies/icon_e_smile.gif)
