True, but it could just as easily be done within the lua files - although, less secure.

I think its alright the way it works now. Think of it as a defensive, anti-getting zerged cooldown (with really long cd) which can be countered by putting a person in combat (one dot will do) before player gets to use war report.

Just hit them and they can't escape you besides crashing. Anything else is just similar to joining SC at the right moment. Get over it.
Dying is no option.

There are rdps or healers with ranged attacks to tag them.
Crashing during a fight is pathetic and jumping from cliffs to avoid player kill is quite borderline albeit I am sometimes guilty of "flying" too but teleporting out of combat, be it war report or SC pop, is fair game. You can't even spam it, so no issue in my eyes.
Dying is no option.

Some wb Run away from blob. I suggest add terror mechanic on rvr. Smaller group is terrorized by blob and mouts move 15% slower.

Supropose to introduce a new poll, when you meet someone in RvR, two answer options immediately pop up: you do want to continue to fight and stay in place; I want to move to WC to a safe place. )
