Hence a fresh server for fresh (new or newer) players. You want to keep your status and everything you’ve worked for, that’s fine. But the current power dynamic (you and those like you vs. fresh 40s) is exactly what is keeping it stagnant and will eventually result in only those who have been on the server for years still being around.

Edit: it’s a private server and could fold tomorrow. Nobody here is entitled to anything.
I disagree. I've recently levelled a toon. He's now a rank 55 Slayer, close to BiS gear saving for full BiS gear and hits like a truck. The problem is, people get to 40 without the proper gear, or support from a guild. And then are surprised when they enter ORVR they get body slammed into the ground. I had a guild to give me info and advice on the best gear/weps to use, we ran PVE dungeons to get our gear and ward unlocks to save crests. And ran SC's on weekends to grind renown quickly whilst doing the event. This isn't a solo game. People need to learn that if you want a smooth enjoyable experience, you need to join with guilds and work together as a community, that includes the levelling process and the RvR scene. If you don't, you'll struggle.

Making a new server isn't plausible because firstly, it would cost more to run on a server that only has ads to survive on. And secondly, would divide the player base making population issues even worse. I do think fresh 40's are too weak and bolstering should be extended to RR65. But expecting to be on a level playing field with RR80 players isn't right or fair. You have to realise that you're at the bottom of the food chain, and yea you can probably deal an okay amount of damage, or do some okay heals or damage absorption. But you're not going to be front lining or leading the charge. You need to play defensively and take the kills you can get without getting into situations where you die all the time.

However, I will say. There should be no more gear added to the game. Primarily because of power creep. I don't want situations where a 6 man group can wipe our 24 or 48 players because they have BiS RR 100+ gear. The current situation is just about acceptable.

I think it's a good idea of the rewards according to the AAO:
> 100% AAO = 0% chance to drop bag and crest
60% AAO = 40% chance to drop bag and crest
0% AAO = 100% chance to drop bag and crest

I think that's too extreme. What if people only play one side? They essentially get punished because too many people are on their only faction. There should always be bag rewards. But drops from kills and renown you get should be decreased / increased. Half for the over populated side. More than doubled for the outnumbered side. However it goes back to the point of "What's the point of x2-x3 AAO rewards if we can't kill anything because we're so outnumbered?". Only way I see it working properly is if a new AAO system is designed OR a system like LOTD was added to the world lakes and acted within 200ft of of a players position. Boosting damage done, healing healing done etc by 50% if outnumbered 2:1. It at least gives the outnumbered side a fighting chance. But it'd obviously have to be balanced.

If the reward system incentivized even play, then those who only play one side would stay on it, while those with the ability/desire to switch sides would. The AAO system is good when it’s a relative small difference (<60% maybe), but at large differences you might as well throw it out the window.
