Taking into consideration that you need to win a server event with your faction to get it which might not even happen during your play time if you are unlucky or maybe during the your time the other faction is dominating giving you no chance to grab it
Agreed 8% is way too strong - As Examples:
[1] +16% heal crit does roghly 8% more healing for a healer
[2] 7 parts Invader for Dok (Not sure of other healers) gives 12% extra healing
Yes i know it's Incoming - but, thse are just examples of the sort of buff that is.
As an absolute max it should be 2%.

After both player and internal team discussions, we'll be slightly reducing the power of the event item's heal increase bonus in a hotfix soon.

I guess it wont, since lifetaps are not healing, and only based upon damage dealt.

You can see (for some time now) lifetaps are listed in your "damage received" combat log, as negative numbers.
