Vicious Strikes stacks on Order but not on Destro

I found the 4 pieces triumphant set bonus "Vicious Strikes" stacks with Slayer Fierceness skill but not with Choppa Bring da Pain skill when they are mirror classes and pretty much the same skill.

Bug? Working as intended? Order Biased?

It is not a display bug checked with .getstats
