To defeat dps/regen chosen as IB you need to go full WS (a mix of warlord/vw can even go with few pieces of beastlord) with all possible regen options in between. Its easily doable, Second (and (or) Gankunit iirc) have it on their videos. Those were done with potions and buffs

Sounds more like "my IB can beat any dps chosen" to be honest. After all, how much ws you can muster and at what cost? And at the same time you'll be almost naked resist-wise.

Yeah true about toolkit and physical damage. Ill add stats ss laters once im able to log but in comparison to typical regen mix you lose quite some str (unbuffed) leaving yourself around 600 iirc (while it varies in 700-800 range in typical regen builds) with WS around ~700 unbuffed (so kinda like ~820 buffed by W'n'L) and it opens up a possibility to do actual dmg to chosen so you can slowly grind it down. Wounds/toughness is more or less the same, no significant changes. After all, how much ws you can muster and at what cost? And at the same time you'll be almost naked resist-wise.
IB will not defeat chosen on similar terms in typical "all around" regen build (assuming you do FS3, parry 4, d/d 4 + quick escape as rr), either it would lead to endless battle with IB very slowly going down while chosen fluctuate around 80-100% hp which IB can completely reset with proper M3+GnM usage or chosen wins if IB makes too many mistakes.
If both are build around dueling each other (so nobody takes d/d from rr) the fight will take way lesser time. Both would need to prevent the other reaching M3 (7200 absorb is garanteed fight reset, assuming no +morale stuff on gear it takes 90 seconds to reach m3, so one needs to grind down the other before that point within no more than 60 GCDs and thats quite fast), chosens m2 is way better then ib's but still in the very end result would be decided by who manages timing better. But still its doable for IB if focus on WS, i know no other options to win a duel against chosen

2. I guess so. Depends from execution/tactics ets. For example, i think that IB would prefer to kite with his axes - after all its better to start a fight with some grudges available - at the same time, this isn't the best start for chosen and etc.
Upd. just recalled old "tactic" for a slayer agains any melee (except for WE i suppose, since it can just back off to stealth). Throw some axes to accumulate your rage, pop your buff (in case something tries to shatter you), pop your rampage, then go and faceroll your enemy. Bonus points for def warpforged/doomflayer. Disgusting.

Just keep in mind that you wouldn't be able to do anything we were talking about in this thread right after you hit 40 lvl. Bottom tier for offtank will start when you be geared in sentinel+bloodlord mix+bloodlord 2h(or defence prock sentinel 2h).
