As per the bugreport on this, it's not direct damage, it's just that DoTs in general act like this now on application. Every time Spreading Flames itself ticks, it will apply a new 3 second DoT to enemies around. The actual application of this DoT is a hit, that will proc FoR and dismount. The ticks do nothing. Hell, you can just spam ignite on someone to apply FoR if you wanted to.
This naturally means that Flamebreath for example also procs FoR now. And on a related note, SE can cause explosions for the first time in yeeeears, so BW are absolute proc machines at the moment for multiple reasons.
Correct ill change the wording on "DD to a hit"
I think ill just break it up in how it worked before and after ability rework:
Before abilityrework:
Scorched Earth: Could proc Funnelpower and Flames of Rhuin but no Explotions and therefor no Explosive Force
Flamebreath: Could proc Flames of Rhuin on first application, no Funnelpower, but could be spammed(Fiery Reserve) for Explosive force as an aoe filler.
Annihilate: Could proc Flames of Rhuin, Funnelpower, and on activation Explosive Force.
Detonate: Only first application could proc Flames of Rhuin, Funnelpower on the maintarget only on first application not on ticks.
Spreading Flames: I remembered it as not acting like Flamebreath and thats why I made the bugreport. But this was deemed working as intented.
After ability rework:
Scorched Earth: Can proc Funnelpower and Flames of Rhuin and now also Explosive Force (was akward before when alternatating between Flamebreath and SE and only FB could proc Explosive Force now the rotating feels more worthwhile)
Flamebreath: Can proc Flames of Rhuin on first application, No funnelpower, no Flame of Rhuin on ticks. Can proc Explosive Force on activation.
Annihilate: Funnelpower, Flames of Rhuin, Explosive force
Detonate: Only first application can proc Flames of Rhuin, Funnelpower on the maintarget only on first application not on ticks.
Spreading flames, correctly as you said above! New applications new hits for FoR.
