Something's going on with Disrupt/Dodge

I don't think I need to state the obvious but I'm going to do so anyway, as whatever is going on currently with Disrupt/Dodge is severe.

Seeing tons of people noticing insane amounts of Disrupt/Dodge happening when casting or trying to shoot people with ranged abilties.

At first I thought it was the cause of an ability/abilties but I'm starting to notice there must be something else bad going on with the matter.

An hour ago I tried streaming in some scenarios but I was endlessly getting disrupted. Something funky is going on.

Yep capped intel 20% strikethrough cant get spell in on a healer and most everything else did we just add back the torma patch when dots were disrupted every tick?

It is absolutely impossible to kill a healer as rdps. Please restart the server! All rdps classes are absolutely useless.

fix the issue for all casters but make it remain like this for AMs and shamans and voilá, ninja balance hotfix, quick and easy
