It's far more time consuming to get the holdfast armor than it is mayhem, and thus it should award a t3 ward.
Even a sacellum/sewers run is easier for most people than doing the 5 city pqs, so while the logic of "it is too easy" made sense initially the reality (time wise) it takes about the same.
