How to aquire armor-based talisman fragments?

I never find the option to salvage gear into an armor-based talisman fragment. So what is the secret to getting one?

For high level talisman you need to scavenge champion player (not animal) mobs lvl 41 (been a while but I don't think 40 champs work) and above. Then you have to pray to the rng gods as it's a low drop rate for the fragment.
