Armor penetration +6 ??? what is it ?

Soverein 4th bonus is "Armor penetration +6"

Can someone explain what is +6 ??? Because armor penetration everywere mentioned in persantage ( % ).
But here just Six(6) and I can't understand it is Six of what ?
Is it also persentage? or it is another Value?
