First of all, thank you to the team that set up this server. You've done an incredible job.
I'm a former player on the official Warhammer servers.
I played exclusively in PvP.
A few of us created accounts on this server.
In T1, I really felt like I was playing on the old official servers again.
It was really fun, whether in RvR or SC.
Then I passed level 15, and that's when the fun ended.
The T2 and T3 RvR zones are not being used. Which is a shame because they were great to play.
But I can understand that it's necessary to limit the dilution of the population.
So, to do PvP, there are still the SCs.
Unfortunately, they include players from level 16 to level 39, which completely unbalances them.
Especially since some players don't even have a buff to increase their level.
In the scenarios, I had this buff but my teammate didn't, even though we were the same level.
A level 23 DPS vs. level 35+ players... needless to say, he didn't do much damage.
I saw that this was a deliberate choice (RoR Wiki), but how can you keep players who want to level up via PvP if you don't offer them anything to progress while having fun?
Go leech in a T4 WB? That's not how you progress in a PvP game.
For me, the appeal of the server disappears completely after level 15.
Are you planning to do anything about this?

Players not getting the bolster buff in scenarios sounds like a bug, one I've not experienced. If you're level 16-39, you should always get bolstered whether in scenarios or rvr.
T2, T3 and T4 were merged for RvR. The lower zones do get used and I have a particular fondness for some of the T3 zones. But more often than not, the tug-of-war results in fights in the T4 zones.
Why play?
Totally depends on what you enjoy doing. I find the imbalance between a level 5 and a level 15 to be just as big as between a level 16 and a level 35. If you enjoy tier 1 scenarios, you'll probably enjoy the mid-tier scenarios too. It's very dependent on class though. As a tank or a healer, you can probably perform your job well enough as soon as you hit the mid-tier scenarios. As a DPS class, especially melee DPS, it can be a lot harder.
RvR is a different matter, and generally less fun in the 16-39 range. But again, it depends on class, and your tolerance for punishment. Not to mention, who you play with. If you're solo, RvR kinda sucks until you're higher level. Ranged DPS has it easiest - you can blob surf and get kills and renown pretty easily. Tanks and healers, even low level ones, can still be useful in warbands. Low level DPS just sucks solo, and even in warbands it's hard going.
The upside?
Leveling is quick. Devs have said average time to 40/40 is 40 hours. Average time to 40/60 is 100 hours. If its your first time, you're gonna be slower, if you're a veteran, you'll be faster. Can you stomach 40 hours of leveling to reach endgame? Can you stomach 100 hours of feeling underpowered before you become competitive?
I personally really enjoy the PvP once I'm geared and ranked up. I think it's worth it. But, I also quite enjoy scenarios in the mid-tier, I find them more enjoyable than T4 scenarios. So, for me, I mostly stick to scenarios whilst leveling to 40, then stick mostly to rvr at endgame.

If used properly the boolster is pretty strong mechanic esp at lower tiers when on lvl 16-20 you got all basic stuff you could be way stronger to badly geared lvl 39

Yep that's the current game play loop they have setup. Find one of the warband guides here on the forum, PvE for your gear, join some autoband warband and hope to not get kicked for not being 40+, sit back and leach till max level. It's soulless and extremely boring.
Still you can find some fun. Mid tier SCs are much better than t1 and t4 SCs with some good fights. Personally I rush to 40 doing PQs/SCs/Quests, usually still getting to at least rr50 and as much as I don't like PvE they really have done a nice job with PvE gearing allowing you to contribute even with lesser RR.

Imo it's odd to judge a game such as this for imbalances in a rather short leveling experience. This issue was present on live as well as all other games i have played (thinking primarily of wow, swtor and gw2). Getting to 40 is quick enough (alot of people would even argue to quick as the xp gain in scenarios are very high).

going back to 2016 when i started playing RoR i always kept coming back due to the lore/design and PvP mechanic of the game. imo there is no other game on the market currently that delivers a good siege mechanic except for RoR. (DaoC is to old for me, i missed that train and i played all the other "modern" mmorpgs with open world siege pvp like GW2, ESO, Albion, BDO, NW and let's add Planetside 2 as well. None of em can compete due to the simple fact, that you can not funnel chokepoints) The only game that comes close in terms of potential siege tactics would be Conquerors Blade, but has entirely different gameplay, and requires way higher micro and macro skills than any of the games mentioned.
I have leveled most classes on both order and chaos, have been part of uncountable guilds, communities and player groups, of which some still exist, some disbanded and reformed, some blew up due to enormous drama and some completely vanished.
I also enjoy the occasional PvE run. may it be a laid back dungeon run where i explain mechanics or with a sweaty premade via voice to speedrun dungeons in 20 mins.
it all boils down to your desired form of content. If you want to relax in the evening and play a lil ror solo, you will not have as enjoyable of a time as someone who joins a guild, hops on discord and has fun in a full Warband doing RvR or forming SC groups.
Ofc there are always exceptions, due to personal preferences. Some ppl might like the pain and the effort they gotta put into the game to level up soloing by roaming. It might be a nice challenge to level up a charakter solo, without auctionhouse, without player interaction.

I'm listed as Destru, and I've completed 18 SCs in a row, solo.
18 defeats, 10 surrenders! 4 BGs without any healing, including the 6v6 SC.
You can say what you want, but the results are there.
I'm a Marauder and I also have a Choppa.
When you arrive in BG with your level 16 to 25 in melee DPS, you're a burden to your team. No doubt for a tank or healer, this feeling is lessened. If you fall with 36+, it balances things out a bit, but otherwise it's game over.
So yes, there are solutions, I hear, but in T1 you can go full PvP and have fun. Which is not at all the case for me in T2+.
The blow is powerful and off-putting.
We tried SC as a team with a tank and healer, but when we tagged SC with my team of 18-20, it ruined the SC. With 35+ opponents, we're no match. It's no contest. The 30+ do way too much damage and have abilities that are far superior and incapacitating due to their level. Some will say it's like in T1, but I find it much less prevalent.
When I see Nameless's response, that 16-20s are as strong as 39s, we must be very bad, which may explain things :p
It's a real shame, the server is really nice, the staff have done an amazing job and I thank them for getting me excited about this game again.
But the situation is not pleasant.

Reach 16 in t1 with max rr as possible -> Get keeper set(6 quests will give 17 and 5piece set+back+some jewelry) -> Use best tali on gear and renown points on main stats -> eat best stat pots -> profit, till ~22 "I am the danger" mode activated.
