Shattered instrument of doomsday

I dropped a Shattered Instrument of Doomsday today in a Fort. Item says to go to a vendor and repair it. When I do I'm asked if i want to spend 50 silver to repair and I say yes then nothing happens.

I'm Rank 37 RR 48. Is there a level requirement to repair this that isn't stated or is the item even repairable and usable in the game at this point?

Iirc these doomsday items can only be repaired at lvl 40.
