Why do some scenarios start with just a few people?

Why do some scenarios start with just a few people?

I had a Scenario pop today and there were 2 Destro and 5 Order.

1 - how does this happen?

2 - when it does happen, is there a way to end the Scenario?
(someone did this but I didn't get a chance to ask them how)

Would be great to have some scenarios with less players, even if is 3v3 or 6v6. But once it starts and you are outnumbered by 2 to 1 or 3 to 1, there is no real way to continue lol

1 - there's a few reasons it can happen. the main one is that people didn't accept their queue, typically because they were afk during a long queue and simply missed it taking an inopportune bio break. other times it can be because a group of players were queueing and got in a lengthy fight in open rvr which lasted so long that their queue accept window expired or you got involved in a fight which was just way more lucrative than taking the SC pop. the latter things happen pretty often, especially in blobby environments when playing a kite group, as you can't always prevent a 24man warband from continually chasing your 6man for 2+ minutes straight in to deep pve which keeps you in combat and doesn't let you take the SC pop.

2 - SCs do have a population imbalance detection functionality where matches can be automatically ended if the system senses a large imbalance of players. the exact functionality of this system isn't published to the public. how it works is that if the SC starts (start meaning the 15min timer starts ticking down, spawn assembly time is not included in this as far as i'm aware) with a imbalanced number of players it will start a 60 second countdown to end the match early providing no one else joins and balances the numbers out.
