Rather we had the ability to stop gaining XP so we could stay on different tiers if we wanted to. Making a de-bolster would probably be pretty hard to balance.

Also what to do with equipped items? Undress on arrival to lower tier zone? You can't put that much time in working out scaling for item bonuses.
In FF XIV this thing is called SYNC, when you are debolstered to lower levels, your gear also gets toned down to some parameters. But that can lead to a mass of problems with calculations, unless you set hard caps for item bonuses, resists and armor(landing them in medium high values, to not make ppl OP) which would be applied on entering lower tier rvr zone.
So yeah, /noexp sounds better, but only for those who start their way, not for capped chars.

I remember people equipped their T4 RvR influence weapons instead of the rr100 weapons, because they had nice procs like armor debuffs and those weren't debolstered. Yes, each item has level requirement so should be unequipped if entering into lower zone. Such solution has side effect - less amount of purple to salvage will lead to more expensive talismans.
