Unable to Equip a Recruit's Medallion weapon.

Hey all,

I just hit Level 10 (also renown rank 10) on my Swordmaster. I brought Shieldbearer's Pavise of Devotion from Private Synna but It won't let me equip it...
It's only a T1 weapon so I'm sure It would have got replaced in a few levels anyway but I'm wondering if its something I'm doing or a bug

Things I've tried:
-Unequip current shield and dragged and dropped the one I just brought onto the off-hand slot
-Right-clicked on the shield in my inventory
-Double checked to see if the main-handed weapon was a two-handed (it wasn't)
-Relogged and tried all of above
