I know that Project 99, the free EQ server, does IP tracking to enforce 1 account per user to good effect (although in this case to prevent botting/multi-boxing). 1) People sharing the same IP playing from home (friend's family have 3 of their members playing) or college.
2) People with dynamic IPs.
3) People who are able to change IPs on their free will.
