You guys realize that t1-t2-t3 are all training levels. This is where you learn to play the game, what your toon does and can not do, where you develop ideas for how to spec and all that other stuff.
T4, that is the action. That is the meat and potatoes of the game, where all the real RvR happens. The lower tiers are boring (IMO) but in the way the game was released, to help lock a t4 zone, the t3 zone had to be locked. So people had toons in t3 and sometimes t2.
We would start the night in t2, lock (for example) Empire, then go to t3. While a small group was locking t3, warbands would be fighting in t4 to gail the BO's, fight sc's and do PvE. When t3 locked we would lock t4.
Very complicated, isnt it? All the players thought so too. So that was taken out of the game and each zone became its own. Now you want to go back to complicated because you dont want RvR in t2 to die out?
Keep it simple, it is better, it is easier. Make your toons in t1, train and go to t2. Learn to play your toons, go to t3.
And finally when t4 opens ... we can get back to having real fights, not these half fights where half the archetypes are useless because they dont gain their full strength till t4.

You could still fly to T1 dwarves and elves by using summoning stones. Not just to t1 but to any zone including altdorf and ic. Was fixed later. Good ol' times

Lower tiers was boring because there was nobody to lock these tiers.
So all players are PL to rush T4.
T2 was a no combat zone.
T3 was a great combat zone because open until caracters were lvl39. Before that, it was a no combat zone.
A good way should be to increase the importance of T2 and T3 for combats in T4.

I liked the empire T2 a lot, but then again I liked any tier with a fort and a few warbands on either side.
Sieges FTW. Can't wait to get to T2. If anything, they should think about adding an XP item (something that increases XP gain; sort of like WoW had) for players who really just want to farm fast and get to T2/T3.

If XP gains are to remain at their current level adding additional tiers is going to cause a real deadzone at t2. T2 as it currently existing is our endgame, but it's also easily attainable within a few days of RvR or grinding. Once you hit the mid 20s though your progression really slows down. Consider now that most of the active players who are already 26 will move on to t3 RvR and your options for leveling through t2 are limited to unfun Warhammer PvE.
As far as I'm concerned leveling is irrelevant for a third-party mmo as you aren't collecting subscription dollars. There for the week of game time necessary to bring a character to Level 40 is really an unecessary burden on the player who - lets face it has many other options for their free time.
My suggestion would be to beef up RvR XP so that it becomes the fastest, most fun, and most community-focused way to level, it also ensures the T2 lakes aren't uninhabited once T3 is released.
