I doubt that's the case, devs use the bugtracker more than the forums for fixing things.

Alternate apearance work only if you wear a Bind on Pickup (BOP) Item and use an Bind on Pickup Item to alter its apearance. Also works for Bind on Equip Items. (BOE)
