I think cause people are 32, they're getting put into the 32-40 Bracket.

Oh that's right. I used to play when T3 was upto lvl39. So is it intentional to make own bracket for lvl 32 only in Scenarios right now?

NA population can't handle this change though at the moment. Scenarios will not pop at all if lvl 32 have to que separately. Also it's frustrating when you can't group up with your guildies who are leveling up. But in theory if we had the population separate bracket would be healthy for more competitive battles of course.
