I actualy agree with you kweedko, even if i never had a problem with the devastator gear. If you have the RR for the equip and you have the currency to buy it, why you shouldn't be able to trade your currency for the devastator gear.

It is not and never was normal since the time they capped rr at 2x xp. You don't know how to progress properly but I guess it is wasted effort here. Good luck with your proposal!

**** man how to tell you when you lvling **** fortieth char in this game you don't give a **** about **** RR. Do you understand that? My RR match the gear for this lvl i got the high lvl currency, i want to change it but i can't cause of stupid restriction, that it.

Like I said, whenever you did rvr you joined warbands, where you roll against 23 others and therefore get barely any currency drops. Small scale and solo rvr gives you that many currency before you even make rank 20.
The xp-rp ratio without rested bonus lets your rr raise faster than level. Having 30/30 means you farmed xp to get your level equal to your rr.

Captain obvious, you driving me mad. Why sould i join WB where nobody don't know what to do, heals dont heal tanks don't use guard or cahllenge, to share my hard earned RR whith them, are you mad? and it's 10 years pass and they never learn.

To keep your rr 2*r you basically have to be semi-afk at BOs through all of t1 with the occasional pve grind- it's not hard, but it is far from fun and even farther from what is supposed to a game in constant war.
Doing scs and orvr will have you rank up your lvl faster than your rr--so 30/30 wouldn't be that far off from normal for people that actually play the game.

My current toon is r8 rr15, but that was only possible because I did as little orvr as possible....same with the two toons before him.
The ones that I did rvr with ended up at ~15/15 ~15/20

What catholicism said is true. I did running around and kill some people with my we in t1. As i did start i was lv 12 and RR 20. Now i'm lv 14 and RR 21. If you want souch a high RR you just simple have to go afk on bo's. Which basicly means, if you want a high RR for trade you conqueror emblems, just sit afk on a bo. Am I the only one who think this System is not a great one?

Edit: I did 3 Kills now in Bloodhorn with 300% AAO. I got 50% of my Level (got a level up, lv 15 now) and only 15% RR from 20 to 21. No way to trade conq without staying afk around.

When you get 50% xp for a few kills, then you have rested bonus too, which happens, when you infrequently play a character.
Finishing t1 with rr20-25 is totally fine, no need to be any higher.
When you feel, you get too fast xp (like the recent xp increases), you can use -xp scroll to gather enough rp. Nobody has to sit on flags to optimize xp-rp ratio, just play the game. I only used the xp scroll, when the earned gear made me powerful enough to compete in t2-4 rvr. You gather plenty currency this way and by the time I made r29 I was able to buy all the gear.
