City Siege conditions

In current system primetime rvr is mostly looks like a stalemate cause both realms having remotely even pop and amount of premades. Which means that those people have to choose between having fun and getting kills with ocasional keep defends or throwing zones/forts to have a chance of primetime city. And since currently priding is strong during EU time, we have to deal with 4:00 AM cities once per 1-2 days.

Is it possible to tie city siege with amount of kills in all t4 rvr zones combined? Let's say realm that does 10-15k kills in t4 zones/forts will be considered as city atacker, this way defending zones or forts wouldn't feel like you blocking your own realm/friends/guildmates from gear progression. Locking enemy forts will just reset campaign back to mid t4 zone ofc.

For people who cares about it being lore justified you can say that its because other realm lost too many ppl to defend the zones or something

That just benefits the zerg side though. I'm on the zerg side and even I see how unfair this'd be.

Zerg side is getting farmed at forts usually, you can still be city pusher as and underdog faction
