[BUG] elves ballistas

Hello,

I've been attacked and followed by "bolt thrower" ballista in elves zone.
That was funny but this is a bug.

there is a bugtracker https://github.com/WarEmu/WarBugs/issues?q=is%3Aopen where you can post bugs :) most bugs are already known.
