Banner cooldown

Please revert the banner rez cool down. This has no known reason to be extended to 10min. Lots of healers dont rez.. We all could use this as a quality of life.

Banner cooldown was enlarged because of WE/WH pack hunting parties. And in its wake it has more impact on QoL dungeon runs now. At 2 min CD it was a good option to res healers on a boss wipe. Now it is a 1 time trick and that's it. Bad decision. A way more cautious approach to the problem would have been to just extend the CD to 5 min when RvR flagged.
