I'll just say you should replace dispel magic with cleansing flare. Dispel magic is pretty mediocre even as dps. It only works for direct damage spells, and as a dps AM, you'll be dotting mostly.

Others have said enough on how bad hybrid AMs are, but this build allows you do do either passably with a swap of gear and tactics.
As a healer, you won't be missing anything major, and be able to use your tranquility on instant cleansing flares, which are great in some situations.

As a roaming dps, you'll miss out on silence, superior lifetap heals, and a spirit resist debuff, but will at least have mistress of the marsh for kiting. Not ideal at all, but AMs already solo awesomely, so it should be ok.

As much as Bolstering Boon tactic seems interesting I think other tactics are just stronger.
Heal debuff - that is not ur responsibility, this should 100% be left to the DPS or the tank. At rank 70 rr you might aswell go for it since you will have the extra mastery point, but prob wont use it too often.

On live I remember trying rly hard to use the force/tranquility mechanic but the loss of 2 or more GCD's was usually not worth it. I usually ended up throwing a DoT or Rain Lord and I had to go back to healing spells cuz there was no time to keep building up Force.

You have to keep in mind that WE/WH in T4 can actually pop you if you don't get assistance from the other healer, also the combat in general seems to be much more dynamic then it is in lower tiers, so your time is pretty much spent kiting/healing/trying really hard not to die.
