Lvling requirements for a dead game really shouldn't be this high. It's very obvious that people want to reach T4 as fast as possible, and there is no real way of doing it unless power lvling, which is also boring for everyone included, and of course farming, which again is excruciatingly boring. But I agree with Cegee, learning the class is important for new characters, and actually playing through tiers is definitely a good way to do it.
I think it's a good idea that you should lvl your first character, but there should be a boost or an option to choose a tier for your other characters. I don't know if something like this can be done, maybe with client control, but it would greatly increase the amount of people that stay and play the game I believe.

Honestly, leveling is only slow and painful for those who refuse to group. I'm no hardcore 6man-only player; I've pugged all of my alts to t4 and I can usually get there, with full Devastator gear and at least rr32, in about 2 weeks. And I only play a few hours a day at most and always during the famously dead NA primetime. As playing time goes, I'm essentially a casual player and I have several t4 characters and I have never power leveled or spent time grinding. Know why? I join war bands. And if there are none, I start one. This is how the game is intended to be played.
If people insist on avoiding the intended gameplay in favor of slow, boring grinding that's on them. Don't expect the game mechanics to change to suit those people. As it is, it's basically impossible to gather all of the influence gear from both t2 AND t3 before you've leveled out of those tiers so this argument that t2/t3 is too slow is pretty laughable. They were both much much slower when they were the top tiers in the game, respectively.
tl;dr: If you're finding leveling boring, you're doing it wrong.

It took me less than a week to roll through t2/3. This was about a month ago so I'm not sure what the current activity level is atm. I just ran rvr and it went really quick.
It's taken me much longer to get to 40 40 once I hit T4 than it took to get through 1 2 and 3.

Its not a moba game, leveling is a part of the classic mmorpg experience. I think if you play attention to the plot and quest progression you will enjoy it. At leas I did.
But you can always ask politely for powerlevel. But if you do that you'll be a little handycapped in T4.

When I say "in my experience" I mean that from the perspective of a rr47 DoK trying to keep alive folks that have recently powerleveled their way into t4. I agree with you that the power-leveling problems are most apparent in dps classes, its nearly impossible to keep them alive and I'm constantly having to blow my cleanses and bubbles on people who otherwise (e.g. had they NOT power-leveled and had an appropriate renown rank and commensurate points spent, etc) wouldn't need such constant attention from me, and that hurts the whole group/wb. Now, I realize that Ruin is great for tanks and I do admit that power-leveled tanks do not cause me nearly as much headache BUT they're still missing out on stats because they don't have the renown points to spend. This is also true for power-leveled healers. Their defenses are weaker and almost always so too are their heals.
So while it's great to have more warm bodies in t4, if you're really not as effective as you could be if you'd not power-leveled then what really is the point of rushing to t4? You're only gimping your own faction. Maybe its different during EU hours when the zerg is king; perhaps it's easier to hide among the masses as a power-leveled so-and-so. I can tell you with absolute conviction however that power-leveling hurts NA Destro and I imagine the same is true on the Order side. We just don't have the massive zergs to carry a pile of power-leveled folks to victory.

He means the guards that spawn at each battle objective in the lakes. They give good exp and the respawn rate is pretty fast. i am not big scale rvr fan, i am talking mostly about scs, where DoK's first priority is probably to get chalice for sc medals. Not sure if renown leeching by healers is still possible here (out of party, keep hots on guys who actually doing kills, don't care about rest statists). For guardbot is pretty obviously to join to sc party with good dps, guard and stick to him.
just do some cc, taunt, challenge, M1, M4 while almost nobody touching you. Most damage from guard is possible to neglect with 10-20 rr points for block/parry. It's easy, and it's my experience. Few successful scs able to give lot of rr without wasting time in empty low tiers.
For fresh r40, rr0 dps there only few options in PUG - to follow good group and assist/healdebuf/cc main dps. Not so much scs required to get rr30-40... well at least on EU time

The T4 is unfun for the players lvl 31/35 because of gear and low level no one want them, just kicked out of the wb and they are focused because they are easy target. For these reasons the leveling is more hard and not fun.
Curently gear/renown are the most important things on RoR > fun, skills. Just try to run a wb lvl 31/35 on T4 and you will see if the level Tier are well balanced.
Do something for them.
You have merged the T2 and T3 without regards for new Warhammer players the result is many players are just powerlevling to the T4 and have no Tier for the RvR learning (tools, communication, mecanics, skills...).
You give more importance for the T4 than to the other Tiers and necessarly many players see this and follow you; This is killing the game in mind, for sure you have more players on T4 to play with them but they are low level players without knowledge and undergeared, they are the little mouse of your big cat.
